NOEL L. HILLMAN was appointed June 12, 2006 by President George W. Bush to serve as a United States District Judge for the District of New Jersey after being confirmed unanimously by the United States Senate (98-0). During the nomination process, he received the highest rating available from the American Bar Association’s Standing Committee on the Federal Judiciary (“Unanimously Well-Qualified”).

Before his appointment to the bench, Judge Hillman served almost fourteen years with the United States Department of Justice, both in Washington, D.C. and in New Jersey. From January through June 2006, he served as Senior Counsel to the Assistant Attorney General for the Criminal Division advising on international affairs, wiretapping, and government procurement fraud enforcement policies. Prior to his service in the Criminal Division front office, he served as Chief of the Division’s Public Integrity Section (2003-2006) overseeing the Department’s nationwide public corruption, campaign finance, and election fraud programs. Judge Hillman joined Public Integrity as Principal Deputy Chief in September 2001 after nine years as an Assistant U.S. Attorney in the U.S. Attorney’s Office for the District of New Jersey (1992-2001) where he held the positions of Deputy Chief of the Criminal Division (2000-2001), Acting Attorney-in-Charge of the Camden office (2001), Customs Crimes Coordinator in the office’s Fraud and Public Protection Division (1993-2000), and Trial Attorney on detail to the Department’s Campaign Financing Task Force (1999-2000).

Judge Hillman’s awards from the Justice Department include the Director’s Award from the Executive Office of U.S. Attorneys for superior performance as an Assistant U.S. Attorney, the Department’s highest award for line prosecutors (twice); the Attorney General’s Award for Fraud Prevention; and the Assistant Attorney General’s Award for Outstanding Leadership in Law Enforcement. While in the executive branch, Judge Hillman was a member of the Senior Executive Service, the Advisory Board of the Election Assistance Commission, the FBI’s Criminal Undercover Operations Review Committee, and served as Counsel to the Integrity Committee of the President’s Council on Integrity and Efficiency. He is currently a regular instructor in trial advocacy at the National Advocacy Center, the Justice Department’s permanent training center in Columbia, South Carolina.

In addition to his duties as a prosecutor, Judge Hillman served, at the request of the State Department, as a delegate to Global Forum III (Seoul, Korea) and Global Forum IV (Brasilia, Brazil), the world’s foremost anti-corruption conference; as a member of the U.S. negotiation team for the United Nations Convention Against Corruption (UNCAC) in Merida, Mexico and Vienna, Austria; and as a member of a UNCAC implementation team in Turin, Italy. He has also participated in Justice Department training missions to Belgrade, Serbia (corporate criminal liability) and Kiev, Ukraine (non-bank money laundering), and lectured at the Central and Eastern European Law Institute (CEELI) in Prague, Czech Republic (anti-corruption measures). In addition, he was recently designated by the U.S. Office of Government Ethics as one of five U.S. anti-corruption experts who will assist the Council of Europe in its ongoing evaluation of member state compliance with the Group of States Against Corruption (GRECO) treaty. He has lectured extensively on the topics of public corruption; campaign finance; money laundering, export and arms control; government contracting, mail, wire, insurance, financial institution, and securities fraud; customs law; international trade; antitrust; and intellectual property.

Before becoming a federal prosecutor, Judge Hillman was a litigation associate in the New York law firm of Lord Day & Lord, Barrett Smith (1988-1992) and clerked for the Hon. Maryanne Trump Barry, then a U.S. District Court Judge for the District of New Jersey (1986-1988). After attending Berry College in Rome, Georgia, he earned: a bachelor’s degree cum laude from Monmouth College, in W. Long Branch, N.J.; a J.D. cum laude from Seton Hall University School of Law (class rank - 6th of 323 students), in Newark, N.J., where he served as Articles Editor of the Law Review; and a Masters of Law degree (LL.M.) in Trade Regulation (intellectual property and antitrust) from New York University School of Law. Judge Hillman is a member of the bars of New York and New Jersey, a Fellow of the American Bar Foundation, and serves as Chair of the Third Circuit Model Civil Jury Instructions Committee.
