Capital markets comprise banks, insurance companies, securities firms, and investment


companies. These markets have integrated rapidly since financial deregulation began in the


1980’s. The firms themselves have reorganized and consolidated, enabled in no small part by


technological advances in information processing. We will examine these firms and the agencies


charged with their oversight. Particular emphasis will be laid upon the shared structural features


of market participants, the implications of recent market failures, and the consequences of


uncoordinated allocation of regulatory responsibilities across several federal and state agencies.
