Biography

Thomas F. Carroll, III is a partner in the Princeton, N.J. office of Hill Wallack LLP, and is partner-in-charge of the firm’s Land Use Division.

Mr. Carroll has decades of experience in the land development application and permitting process, as well as the litigation of land use matters at the trial level and in the appellate courts. He has particular expertise in exclusionary zoning matters brought pursuant to New Jersey’s Mount Laurel doctrine. He is Land Use Counsel to the New Jersey Builders Association. He has also served as a Chairman of the Board of Directors, New Jersey State Bar Association’s Land Use Law Section.

Mr. Carroll is admitted to practice in the federal and state courts of New Jersey. He is a graduate of Rutgers Law School - Camden. Prior to entering private practice, he served a judicial clerkship with the Honorable L. Anthony Gibson, then one of the three specially assigned Mount Laurel judges. He received a Bachelor of Science degree in Environmental Studies from Rutgers University, Cook College.
